Authority Pricing Policy and Pricing Policy Guidelines
(the “Pricing Policy”) Adopted September 5, 2002
The Pricing Policy for short-term (up to 2010) and
long-term (2010 and beyond) water delivery was adopted
by the Authority Board of Directors on September 5,
2002, after a series of Town Hall meetings held that
summer. Each utility district director and well owner
was mailed a copy of the Authority’s September 2002
ACTION REPORT, which provided notice of the adoption of
the Pricing Policy and also provided a brief overview of
that policy. (This publication can be found in the
Action Report Archives section of the website.)
The basics of the Pricing Policy include:
- Having the same price for groundwater and
surface water;
- Allowing a non-depreciated asset credit for
eligible existing water well and water plant
facilities;
- Allowing a groundwater O&M credit for those
utility districts/well owners using groundwater;
and,
- Requiring prior Authority approval in order for
new improvements to qualify for the non-depreciated
asset credit.
The Pricing Policy requires that utility districts,
municipalities, and other water well owners notify the
Authority about any plans to expand or upgrade their
water production facilities (water plants, water wells,
etc.). This requirement also applies to any newly
created utility district or other new well owner.
